Cebu has some of the best diving in the Philippines, and three names come up again and again: Mactan, Moalboal and Malapascua. Each one is special in its own way. The right choice depends on how much time you have, what you want to see and how experienced you are.
Here is an honest look at all three.
Mactan: Closest to the Airport and the City
Mactan Island is home to Mactan-Cebu International Airport and is linked to Cebu City by bridges. That makes it the easiest place in Cebu to dive. Many resorts are only a short drive from arrivals, and you can be underwater on the same day you land.
What you will see: Mactan's east coast has wall dives that drop from a few metres into deep blue, plus the Tambuli airplane wreck and the famous Marigondon Cave for advanced divers. A short boat ride away, the Hilutungan and Nalusuan marine sanctuaries offer turtles, stingrays, groupers and big schools of fish.
Best for: first-timers, families, people with only a day or two, short layovers, and anyone who wants to get certified without a long road trip.
Keep in mind: Mactan is busier and more developed than the other two, and the big-animal encounters that made Moalboal and Malapascua famous are not what Mactan is known for.
Moalboal: Sardines and Turtles
Moalboal sits on Cebu's south-west coast, about 2.5 to 3 hours by road from Cebu City and a bit longer from the airport. It is famous for the sardine run, a huge swirling ball of millions of fish just a few metres off Panagsama Beach. You can snorkel it straight from shore, and green sea turtles often graze in the same shallows.
Nearby Pescador Island is a small marine sanctuary with walls and a popular swim-through known as the "sardine cathedral".
Best for: divers and snorkelers who want a laid-back town and a world-famous fish spectacle, and who have at least a full day or an overnight stay.
Keep in mind: as a day trip from Mactan, it is a long day of roughly 10 to 12 hours door to door.
Malapascua: Thresher Sharks
Malapascua is a small island off Cebu's northern tip. Getting there means a 4 to 4.5 hour drive from Cebu City (a little longer from the airport) to Maya port, then a boat ride of about 30 to 40 minutes. The last public boats leave Maya at around 5 PM, so it is an overnight trip, not a day out.
Malapascua is known worldwide for pelagic thresher sharks. For years they were seen at Monad Shoal, but since around 2022 they have mostly been seen at Kimud Shoal, about an hour by boat from the island. There are also easier reef sites, Gato Island and a couple of wrecks.
Best for: certified divers with a few days to spare who want a rare big-animal encounter.
Keep in mind: the shark dives are for certified divers, and some dive centres ask for Advanced certification or a buoyancy check first.

Our Suggestion: Start in Mactan, Then Explore
There is no single winner. Each spot has something the others do not. For many travellers, the smartest plan is to start in Mactan. Learn the basics or get certified close to the airport, then head to Moalboal or Malapascua as a confident diver.
